Subject: [PATCH 3/8] mm/vmstat: Use preempt_[dis|en]able_nested()

Replace the open coded CONFIG_PREEMPT_RT conditional
preempt_enable/disable() pairs with the new helper functions which hide
the underlying implementation details.
