Subject: [PATCH 5/8] mm/memcontrol: Replace the PREEMPT_RT conditionals

Use VM_WARN_ON_IRQS_ENABLED() and preempt_disable/enable_nested() to
replace the CONFIG_PREEMPT_RT #ifdeffery.
